After setting up the alert per the article here in connect site the results are as expected.
The map should show the location of the visitor based on the long / lat information provided by the ISP and picked up by LP.
The map does not show the visitor location, regardless of the long / lat provided. Upon review the long / lat being gathered looks valid.
Below are two examples of the action end of the process, which where run show the issue clearly.
No map being returned though parameters look good.
