Setting up Chat for Multi-lingual Support

I am looking for best practices regarding setting up chat to multiple languages.

 

Do you set a separate chat window for each langauge? 

 

Do you automatically set a particular window based on GEO location (being able to have rule trigger by browser language would be huge!)? 

 

Do you allow users to select a language (using a pre-chat survey)?

 

Do you route chats based on skill chosen?

 

The documentation around this is quite limited and we are blindly trying to set this up the right way.
