Can't install app key into account

I've made a development key. When i'm clicking on [Install in Account] and then login with account ID 41986085, it says "The application you are trying to install was developed using someone else�s development key. It can be installed on account with developer id: null."

I thought that problem is that i'm using development key while account is live. Requested live key, but its in pending state for a long time.

How could i use my app with account ID 41986085 ???
