Customer ask question prior to clicking chat button

I have a feature request on my plate to create a form element (textarea) on a page that, when submitted, pre-populates the 1st question sent to the liveperson window.  So before the customer clicks on the chat button to request a chat, they can submit their question first.  The question will then automatically appear in the pre-chat survey and will also auto populate within the main chat window.  My Implementation Manager said this would require the use of API's.  Can you please assist us with next steps?  We would basically be replacing the dynamic buttons with the API related code so that this could be possible.
